  Soil is a necessary condition for human survival and reproduction, and soil environmental quality is related to people's livelihood and well-being, ecological security and sustainable development of the country. Fighting the battle to defend the Pure Land is an important part of building an ecological civilization and a beautiful China. In the face of soil pollution and environmental violations, we must dare to make a "heavy fist" and a "quick sword" to maintain the bottom line of soil quality and safety.

What is Soil pollution control?

  Soil pollution control is an activity to prevent soil from being polluted and to improve and treat the polluted soil. Soil protection should focus on prevention. The focus of prevention should be on the concentration and total amount control of various pollution sources. Regular monitoring and supervision of agricultural water use to make it meet the water quality standards for irrigation; Rational use of chemical fertilizers and pesticides, careful use of sewage sludge, river mud, pond mud; The use of urban sewage irrigation must be purified; Promote biological control and comprehensive control of diseases, pests and grasses, and regulate mines to prevent mine toxic pollution.

Control measures of land pollution

  The "Soil Pollution Prevention and Control Law" and the "Soil Pollution Prevention and Control Action Plan" have been gradually implemented, and the battle for clean land has achieved phased results in the aspects of "laying the foundation, building the system, preventing risks, establishing the system, controlling the source, and grasping the demonstration."

  • First, we have improved the system of laws and regulations. The Soil Pollution Prevention and Control Law of the People's Republic of China was implemented in 2019. The Ministry of Ecology and Environment has issued measures for the management of the soil environment on contaminated land, agricultural land and industrial and mining land, revised the standards and technical specifications for the management and control of soil pollution risks on agricultural land and construction land, and formed a regulatory system covering the whole process of pollution prevention, investigation and assessment, risk management/restoration and effect assessment.

  • Second, basic work such as detailed investigation of soil pollution across the country and establishment of special funds has been steadily promoted. We completed a detailed survey of soil pollution in agricultural land, steadily promoted the survey of land used by enterprises in key industries, and initially established a national soil environmental monitoring network, laying a solid foundation for promoting the management and control of soil pollution risks in agricultural land and strengthening the prevention of risks in the living environment. The central government has set up a special fund for soil pollution prevention and control, which has strongly supported the related work of soil pollution prevention and control.

  • Third, it has promoted the risk control of soil pollution on agricultural land. The classification of cultivated land soil environmental quality has been carried out, and most provinces and cities have formulated plans for the safe use of polluted farmland. Some provinces and cities have carried out trials for the safe use of contaminated arable land and the demarcation of zones for adjusting the planting structure of specific agricultural products.

  • Fourth, we strengthened prevention of risks in the living environment. A survey and assessment system for soil pollution on construction land has been established, and most provinces have published lists of risk control and remediation of soil pollution on construction land. More than 10,000 key soil environmental supervision enterprises have been issued nationwide, and many environmental violations have been investigated and punished. Information sharing was realized through the national Contaminated Land Information System.
