Measures to prevent and control marine pollution in China

  • Establish and improve the marine legal system and management system. Since 197 8, China has successively formulated a series of marine and sea-related laws and regulations, such as the Law of the People's Republic of China on the Adjoining Zone of Territorial Sea, the Law of the People's Republic of China on the Protection of Marine Environment, and the People's Republic of China (PRC) Fisheries Law. the State Council and relevant state departments have also formulated a series of administrative regulations and departmental rules. The promulgation and implementation of these sea-related laws and regulations have played an important role in promoting China's marine management and environmental protection.

     

  • Prevent and control coastal industrial pollutants from polluting the sea environment. First, by adjusting the industrial structure and product structure, changing the mode of economic growth and developing circular economy. The second is to strengthen the governance of key industrial pollution sources and promote clean production in the whole process. Third, according to the principle of "polluter pays", professional treatment and local treatment are carried out to prohibit the discharge of toxic and harmful substances from industrial pollution sources. The fourth is to implement environmental impact assessment and the "three simultaneities" system. Fifth, the total pollutant discharge control and pollutant discharge permit system should be implemented.

     

  • Prevent, mitigate and control the pollution of coastal waters by pollutants from coastal cities. Including adjusting unreasonable urban planning, strengthening urban greening and coastal forest construction, protecting coastal wetlands, speeding up the construction of sewage collection pipe network and domestic sewage treatment facilities in coastal towns, increasing urban sewage collection and treatment capacity, and improving the nitrogen and phosphorus removal capacity of urban sewage treatment facilities.

In the Bohai Sea area, the "zero discharge" plan of oil pollutants from ships was launched, and the lead sealing system of ship sewage equipment was implemented. Establish a large-scale port wastewater, waste oil and waste residue recovery and treatment system to realize centralized recovery of pollutants discharged by transportation and fishing vessels, onshore treatment and discharge up to standard.
  • Prevent and reduce sudden pollution accidents. Formulate emergency plans for oil spills and toxic chemicals leakage from ships at sea, formulate emergency plans for port environmental pollution accidents, and establish emergency response systems. At present, the Emergency Plan for Major Oil Spill Accidents of Ships in China has been completed. In the future, we will actively coordinate relevant departments and the people's governments of coastal provinces, autonomous regions and municipalities directly under the Central Government to formulate the National Emergency Plan for Major Maritime Pollution Accidents.
  • Prevent and control the pollution of marine environment caused by petroleum pollutants and domestic garbage produced by offshore oil platforms. Ensure that the environmental quality of oil and gas fields and surrounding areas meets the environmental quality control requirements of such functional areas, without adverse impact on other adjacent marine functional areas, and without major oil spill accidents during development. Oil spill emergency plan should be made for offshore oil exploration and development.

     

  • Strengthen people's awareness of environmental protection. In the final analysis, the problem of marine pollution is caused by people's unreasonable application of marine resources. Therefore, in order to prevent and control the pollution of marine environment, it is necessary to raise people's awareness of marine environmental protection, so that people can consciously protect the marine environment and reduce acts that damage the marine environment.
